tip: the "Review #…" and "Review new commits on #…" runs are linux jobs on github's machines. if you want those at ~0 too, set them to runs-on: self-hosted in the workflow file. pr-kit uses pull_request_target (a trigger that runs on every PR event); a concurrency group with cancel-in-progress: true would stop stacked runs when you push several times in a row. linux minutes count 1:1, so this is small either way.
